Strategic Planning

David has two decades of experience in Strategic Planning within state and local government. David has also been involved for almost two decades as a consultant assisting government entities with navigating the strategic planning process.

Master Planning

As a program chair at the University of Illinois and a department head for the City of Fitchburg and Miami Township, David participated in master planning. This included capital improvements to Illinois’ State Fire Academy and community master planning for local
government.

Financial Management

With over 20 years of public sector budgeting experience David has the most experience of all the other candidates. David has been responsible for developing, implementing, and managing operating budgets more than $10,000,000.00 and capital improvement budgets more than $5,000.000.00. He has also been responsible for facilities and equipment valued at more than $25,000.000.00.


He has a proven record of identifying and implementing alternative funding methods and securing grant funding to reduce the need for increased taxes.

Human Resource Management

David has managed public sector employees for more than two decades. He has experience on labor-management committees, and collective bargaining experience. He also has a great deal of experience with developing and implementing policies, procedures, and standard operating guidelines.

Project Management

David has managed public & private sector projects. From the University of Illinois’ Fire Service Institute’s Annual Fire College, which brough over 1,000 emergency response personnel to the University’s campus to the design, purchase and implementation of a $1,000.000.00 emergency vehicle, David brings a wide variety of experience.

National Educator/Trainer

David received a B.S. in Technical Education from the University of Akron. David has taught at
the University of Illinois, University of Missouri Fire & Rescue Training Institute, Madison Area Technical College, and Sinclair Community College. He also was part of the instructor cadre with the International Association of Fire Chiefs and travelled to the country teaching leadership strategies to Fire & EMS service leaders.

David brings the ability to implement training and educational programs as well as professional development processes to the Township.

Recruitment & Retention

David has over a decade of experience teaching recruitment and retention strategies to Fire & EMS agencies across the country. Over the last four years the Township has seen an increase of employee resignations. This is concerning as it is far less costly to retain good employees than recruit for their replacements.
